Arunachal Pradesh signed MoU with NIT Arunachal Pradesh to establish AI Centre of Excellence with IndiaAI support, advancing CM Pema Khandu’s vision for digitally empowered state through AI adoption.
Arunachal Pradesh Signs MoU for AI Centre of Excellence
On Monday, June 8, Arunachal Pradesh took a major step towards strengthening its digital transformation efforts with the signing of a memorandum of understanding (MoU) for the establishment of an Artificial Intelligence Centre of Excellence (AI CoE) at the National Institute of Technology (NIT) Arunachal Pradesh. The agreement was signed between the State Council of IT and e-Governance (SCITeG), functioning under the state’s Information Technology and Communication Department, and NIT Arunachal Pradesh.
The MoU was signed by NIT Arunachal Pradesh Director Prof. M.V. Aware and SCITeG Director-cum-Member Secretary Neelam Yapin Tana in the presence of Information Technology and Communication Secretary Dr. Sonal Swaroop. According to an official statement, the initiative forms part of Chief Minister Pema Khandu’s vision of building a digitally empowered Arunachal Pradesh through the strategic adoption of Artificial Intelligence.
AI CoE Established with IndiaAI Financial and Technical Support
IndiaAI, an initiative under the Union Ministry of Electronics and Information Technology (MeitY), will provide financial and technical support to establish the proposed Centre of Excellence. This central government support ensures the center receives adequate resources for infrastructure development, research activities, training programs, and innovation initiatives. IndiaAI’s involvement brings national expertise and best practices to Arunachal Pradesh’s AI development efforts.
SCITeG, the state’s nodal agency for information technology and e-governance, has been entrusted with leading the project. Under the chairmanship of Nyamar Karbak, the council will drive efforts aimed at promoting innovation and accelerating digital transformation across government departments, industry, academia, and society. This leadership structure ensures coordinated implementation across multiple stakeholders.
AI Centre Functions as Think Tank, Incubator and Training Hub
The AI Centre of Excellence is envisioned as a hub for research, innovation, and skill development in emerging technologies. It will function as a think tank, incubator, and training center, supporting AI-driven solutions, startup ecosystems, governance reforms, and capacity-building initiatives within the state. The think tank function will provide policy recommendations and strategic guidance for AI adoption in government.
The incubator function will support AI startups by providing mentorship, funding access, and technical resources. The training center will offer courses and certification programs for students, professionals, and government officials to build AI skills across the state. This multi-functional approach ensures comprehensive support for AI ecosystem development.
NIT Arunachal Pradesh Contributing Academic Expertise and Research
NIT Arunachal Pradesh is expected to play a key role in the initiative through its academic expertise and research capabilities. The institution’s faculty, researchers, and students will contribute to advanced AI research, innovation, and the development of skilled human resources in the field. Faculty members will lead research projects addressing Arunachal Pradesh’s specific challenges using AI solutions.
Researchers will develop AI applications for agriculture, healthcare, education, and governance that suit the state’s unique geographical and demographic context. Students will gain hands-on experience through AI projects, internships, and industry collaborations, preparing them for careers in the technology sector. This academic involvement ensures sustainable capacity building within the state.
Collaboration Creates Opportunities for Young Professionals
Officials said the collaboration marks an important milestone in Arunachal Pradesh’s efforts to leverage emerging technologies for governance, innovation, and economic development while creating opportunities for young professionals and technology entrepreneurs in the state. The AI Centre will generate employment opportunities for AI specialists, data scientists, software developers, and research analysts.
Young professionals will access training programs, certification courses, and job placement assistance through the center. Technology entrepreneurs will benefit from incubation support, startup funding, and market linkages. The center will attract external investment and talent to Arunachal Pradesh, stimulating economic growth and technological advancement.
Digital Transformation Advances Through Strategic AI Adoption
Chief Minister Pema Khandu’s vision of building a digitally empowered Arunachal Pradesh through strategic AI adoption guides the AI Centre’s development. The state government recognizes AI’s potential to improve governance efficiency, enhance public service delivery, and drive economic development. The AI Centre will serve as the implementation vehicle for this vision.
AI applications will transform government operations through automated processes, data-driven decision-making, and predictive analytics. Public services in healthcare, education, and agriculture will benefit from AI-powered tools that improve accessibility and quality. Economic development will accelerate through AI-enabled innovation in traditional sectors and emergence of new technology-based industries.
State Council Leading Innovation and Digital Transformation
Under Nyamar Karbak’s chairmanship, SCITeG will drive efforts aimed at promoting innovation and accelerating digital transformation across government departments, industry, academia, and society. The council will coordinate implementation activities, monitor progress, and ensure alignment with state development goals. This coordinated approach prevents fragmentation and ensures efficient resource utilization.
The council will establish working groups for different AI application areas, including governance, healthcare, education, agriculture, and industry. These groups will develop specific roadmaps, identify priority projects, and measure outcomes. Regular reviews will track progress and adjust strategies based on results and changing circumstances.
The AI Centre of Excellence MOU establishes a transformative framework for Arunachal Pradesh’s digital transformation, combining state government commitment, NIT academic expertise, and IndiaAI national support to build AI capabilities, foster innovation, create jobs, and position the state as a leader in emerging technology adoption in northeastern India.
