In a major step to safeguard its architectural and cultural legacy, the Odisha State Archaeology Department has signed non‑financial Memoranda of Understanding (MoUs) with the Indian Institute of Technology (IIT) Kharagpur and the School of Planning and Architecture (SPA), Bhopal. The Odisha State Archaeology Department signed the agreements during a special event in Bhubaneswar to strengthen the documentation, conservation, and planned development of the state’s historic monuments, temples, and archaeological sites.
The Odisha government says the collaboration will integrate modern science and technology with traditional conservation practices, enabling data‑driven, long‑term management of heritage structures. The pact marks a formal link between the state’s archaeology wing and two leading technical institutions, bringing advanced tools and research capacity into heritage preservation.
IIT Kharagpur to Provide Tech‑Driven Conservation Support
Under the MoU with IIT Kharagpur, the Archaeology Department will leverage advanced technologies such as LiDAR, 3D documentation, structural analysis, digital mapping, Geographic Information Systems (GIS), and remote sensing for heritage‑site monitoring and conservation. The department expects these tools to generate precise digital records of monuments, monitor structural degradation over time, and support evidence‑based restoration and maintenance plans.
The partnership will also focus on research and innovation in heritage conservation, encouraging interdisciplinary projects that combine civil engineering, materials science, remote sensing, and cultural‑heritage management. IIT Kharagpur will help design scientific conservation methodologies, risk‑assessment protocols, and digital‑twin frameworks that can be applied to temples and archaeological sites across Odisha.
SPA Bhopal to Shape Heritage Planning and Architecture
The MoU with SPA Bhopal will strengthen capacity in heritage planning, conservation architecture, and museum/exhibition design. The architecture and planning institute will offer technical advisory support for the adaptive reuse, repair, and context‑sensitive development of heritage structures, ensuring that interventions maintain historical authenticity while meeting modern safety and functional requirements.
SPA Bhopal will also contribute to architectural documentation, setting up standardised recording and visualisation protocols for monuments, and assist in designing interpretation centres, on‑site museums, and exhibition spaces that can enhance public understanding of Odisha’s heritage. The collaboration will include capacity‑building programmes for state archaeology officials, city planners, and local professionals, helping them adopt best practices in heritage planning and conservation‑led urban development.
Cultural Minister Underlines Vision for Heritage Protection
Speaking at the signing event, Odisha’s Culture Minister Suryabanshi Suraj described the initiative as a landmark step toward preserving the state’s cultural and architectural heritage for future generations. He said around 82 monuments under the Archaeological Survey of India (ASI) and approximately 212 monuments under the Odisha State Archaeology Department would benefit directly from the new collaborations.
The Minister stressed that Odisha’s temples and heritage structures have given the state distinctive recognition at national and international levels and that the government has a responsibility to protect them and raise public awareness about their significance. “Through this collaboration, modern technologies will be used for scientific conservation, digital documentation and the sustainable development of heritage sites,” he said, adding that special attention will go to the safety, protection, and long‑term conservation of temples and historic structures.
Internships and Public Awareness Under NEP
The government also announced that, under the National Education Policy (NEP), 2020, 10 students from Odisha will receive internship opportunities at IIT Kharagpur in the field of heritage and architectural conservation. These internships will expose young scholars to real‑world conservation projects, high‑resolution documentation workflows, and technology‑integrated restoration practices, building a pipeline of skilled professionals for the heritage sector.
During the event, the official logo of the Odisha State Archaeology Department was also unveiled, symbolising the department’s renewed focus on systematic, scientific, and inclusive management of Odisha’s rich heritage. By combining academic expertise with state‑level conservation priorities, the MoUs with IIT Kharagpur and SPA Bhopal position Odisha as a model for integrating education, technology, and policy in heritage‑site management.
